Pacific States Marine Fisheries Commission (PSMFC) is the Data Collection Agent for the Bering Sea/Aleutian Islands Crab Rationalization (CR) Program. PSMFC and NOAA Fisheries administer the Crab Economic Data Report (EDR) data collection program under the guidance of the North Pacific Fishery Management Council (NPFMC). The EDR program collects annually reported cost, revenue, ownership, and employment data from harvest and processing sector participants in the CR fisheries. This information is necessary to monitor and assess the economic affects of the CR program and support rigorous economic analysis to promote the goals and objectives of the Magnuson-Stevens Fishery Conservation and Management Act and the Fishery Management Plan.

Participation in the EDR program is mandatory under Federal fisheries regulations 50 CFR Part 680.6 for all active vessel and processing sector participants in the CR Program fisheries. Further information can be obtained from NOAA Fisheries Alaska Region Crab EDR webpage.

Economic Data Reporting Requirements for 2026

NMFS is in the process of drafting a proposed rule to remove economic data reporting (EDR) requirements for three catch share programs: BSAI Crab Rationalization Program, AFA Program, and the Amendment 80 Program. EDR requirements for these programs remain in effect until applicable .regulations are removed through publication of a final rule in the Federal Register. Fishery participants should plan to comply with all applicable EDR requirements in 2026. If approved, it is anticipated that 2027 will be the first year where there are no longer EDR requirements for these programs. Please reach out to stephanie.warpinski@noaa.gov for more information.
